What is this book about?

Ex-CIA officer Francis Xavier Killy is an Inquisitor, a member of theVatican’s espionage agency—in other words, the Pope’s top gun. As such, he is the only spy in fiction obliged to do 15 days’ penance every time he kills someone.

In "The Devil in Kansas", Killy is assigned to a war college in Kansas that has been turning foreign officers into slaughtering madmen.
