What is this book about?

Mr. Norris was a nervous fussy man who spent hours each day primping and perfuming his person. Despite this, and the time he spent traveling on secret and dangerous "business," Mr. Norris spared long moments to admire his unique collection of whips and books. His choiciest possession was a pair of high, crimson boots that he insisted on having Anni wear when she visited him. Arthur Norris spent days in almost orgiastic luxury with his wealthy friends and nights in squalid cellar-clubs with fellow conspirators, plotting the overthrow of a government.
